MINNEAPOLIS, Minnesota – President Donald J. Trump issued a proclamation today ordering all United States flags to be flown at half-staff in honor of the victims of a tragic shooting at Annunciation Catholic School in Minneapolis, Minnesota.
The attack, which occurred during a morning Mass on the first week of classes, resulted in the deaths of two children and injuries to 17 others, according to authorities.
The incident took place early Wednesday at the Catholic school in south Minneapolis, where a 23-year-old transgender suspect, identified as Robin Westman (formerly Robert), opened fire during a service attended by students and staff.
Investigations by the media and law enforcement suggest possible left-wing domestic terrorism and hate crime motives, linked to Westman’s online manifesto.
The two fatalities were children aged 8 and 10, while the injured included 14 other children and three adults, with conditions ranging from minor to critical.
“As a mark of respect for the victims of the senseless acts of violence perpetrated on August 27, 2025, in Minneapolis, Minnesota, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, August 31, 2025,” Trump declared in his Proclamation.
“I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.”
